Photoshop is commercial software designed to be used by graphics professionals. It costs about $650.00. You can download it for free, but doing so is illegal. If you're caught then you're looking at a fine of $750.00 to $150,000.00 as well as possible criminal charges.
You can download a trial version from adobe.com to check it out, but if you're not a professional and not trained on it then it will probably be too complex and powerful for you. You might try looking at Adobe Photoshop Elements, which is a cheaper, easier to use version of the program. You can also try some free open source software like Gimp, Paint.net, Irfanview or Picasa to see if they might work for you.
