Most of the recommendations are good ones. But you might also want to look for a weekend or one-day workshop on Photoshop basics, through a local community college or computer store. That way you can get some hands-on training and have someone who can answer questions for you and show you how things work. Once you get the basic understanding of the interface, the tools, palettes and so the tutorials you can find on line (there are lots of good ones) will be more helpful. Most of them assume you have some basic understanding of how things work.

You might also consider Photoshop for Dummies (it's not an insult, it's aimed at people like you who aren't sure where to start) or the Photoshop Visual Quickstart Guide. I like the Quickstart Guides. The Adobe Photoshop Classroom in a Book is also good, it's a series of tutorials that build on the knowledge you gain by doing them in order.
