Photoshop..............?

Is there any kind of free ( or inexpensive ) photoshop you can download that let's you edit a picture -- like perfect blemishes, maybe even change hair color or skin tone. I don't need to print anything out or email it.

I use paint.net a lot - it's free, user friendly and you get access to tons of tutorials (they are not downloaded with the program but are accessible at the site.) Seems I saw one tutorial that shows how to change skin color - lots of work though and picky work so if you are looking for instant - probably not going to get it here.. Play around with Effects - photo changes tone very well. Also have gimp - not as user-friendly but play around and you can do a lot with it - Also a free download.

I have an HP printer and it also makes some changes. What I often do is use all three as each offers something the others don't.

I'm always on the look out for new photo fixing programs so I am off to check out the one Computer Help has mentioned.
