Photoshop help..?

can you teach me how to make a sign.. kind of like this:

On adobe photoshop 7.0.

Im new to photoshop.. and I really want to learn how to use it..

And also, how can I make something flash.. like two different colors?

You are rather ambitious to want to create something like your link and you are new to Photoshop. My suggestion would be to start with about one year of intensive instructions. You will then have learned about layers, text, text styles, selections and image styles. Images created by Photoshop, other than animated images, don't flash different colors.
